What it means

A split-panel meme compares a smiling woman labeled “girls with autism” with a formal Russian military-civil administration decree labeled “boys with autism.” The joke exaggerates the contrast between a harmless, socially recognizable autistic trait and an absurdly bureaucratic or extreme reaction. It is used as an ironic reaction to portray different stereotypes or levels of intensity.
