Lithuania Gets an App

Text on the meme

He will never have an app In Lithuania there is now an app

What it means

A crudely drawn stick figure reacts with shock and apparent disgust after learning that Lithuania now has an app, despite previously insisting that it would never have one. The joke comes from the exaggerated reversal and the absurdly intense reaction to a trivial technological development.
