The image shows a computer router routing table in the background, with several armed soldiers and an American flag placed around it. The joke is that discovering oil in a foreign network device would supposedly trigger an American military intervention, parodying stereotypes about U.S. foreign policy and oil. It is used as a sarcastic reaction to a technical or political situation involving America, oil, or aggressive intervention.
