Snake Can't Hear Commander

A distorted radio communication screen shows Snake being asked whether he installed a VPN for Telegram. He replies that he cannot hear the commander, making the VPN question ironically impossible to answer clearly. It is used as a reaction to poor connection, censorship, or someone pretending not to hear a request.
