Confused Tug of War

McK &Co HUH?

What it means

A four-panel rage-comic-style image shows cartoon men pulling a rope in a tug of war, with pasted photos of Sergey Sobyanin and another official. A character dressed like a Soviet communist and a top-hatted McKinsey representative pull together, leaving the yellow-shirted character confused; the joke suggests bewilderment at unlikely political or economic alliances.
