surprising move from the referee

What it means

A golden retriever and two cats sit around a chessboard as if playing a serious match. The dog suddenly extends its paw across the board, causing the gray cat to lunge away while the orange cat also retreats. The joke treats the dog’s unexpected paw movement as a referee making a shocking call, heightened by the energetic classic-rock soundtrack.
