How Harvey Missed the Joker

Text on the meme

cc: so i just noticed this for the first time cc: how does harvey not realize it's the joker before he takes his mask off? !!!

What it means

A man records himself reacting to a scene playing on a television, where Harvey Dent encounters a masked figure who is revealed to be the Joker. The joke is that the Joker’s identity seems obvious, yet Harvey somehow does not recognize him until the mask comes off. It is used as a reaction to an absurdly obvious reveal or someone missing a clear clue.
