A motor race is shown from above as a car enters the track already overturned and continues sliding upside down while other cars race past. The joke references the stereotype that Australians live “down under,” so an Australian joins the race literally upside down. It is used as an absurd reaction to someone approaching a situation in a bizarre or completely inverted way.
