Guy Wearing Shorts in Snow

Text on the meme

was it the guy who wore shorts even tho it’s 25 and snowing today “honestly it’s not that bad” yes

What it means

A black-and-white drawing shows two people reacting to a photograph of a man walking outside in shorts while it is snowing. One person asks if he is the shorts-wearing guy, and the other insists that it is “not that bad,” followed by an enthusiastic “yes.” The joke is used to mock someone’s absurd confidence about tolerating extreme cold.
