What it means

A crude rage comic face appears beneath a question about killing Joe Biden, while a breaking-news chyron reports that a teen is suspected of plotting an assassination. The joke is the absurd implication that the meme is evidence of the crime being reported, making it a dark and ironic reaction to an overblown news story.
