Welsh Dragon Flag Isn’t Standardised

Text on the meme

According to Wikipedia, “the exact representation of the dragon [on the flag of Wales] is not standardised in law.”

What it means

A cartoonish red dragon breathes fire while flying above a green-and-white landscape. The joke exaggerates the idea that Wales’s dragon flag has no legally standardised exact design by depicting an absurd, anatomically bizarre dragon as one possible interpretation.
