What it means

A precarious tower made of software technologies, companies, open-source projects, and developer communities is balanced on a chair labeled “C DEVELOPERS WRITING DYNAMIC ARRAYS.” The joke is that modern digital infrastructure depends on an absurdly unstable pile of unrelated systems, unpaid contributors, legacy technologies, and whatever Microsoft is doing. It is used as a reaction to web outages, technical debt, or the fragile complexity of the internet.
