A blue Wojak-like character smiles against a bright sky. The joke is that a Hispanic girl asks which shade of blue he likes, but he only knows that he likes “blue,” playing on the stereotype that Hispanic people distinguish many types of blue in Spanish. It is used as an absurd reaction to not understanding a seemingly simple question.
