Cats Sitting by Empty Water Bowl

Text on the meme

They are not drinking just sitting there searching for service 📶 Not sure what's going on here tbh.

What it means

Two cats sit on a tiled floor beside an empty metal water bowl, appearing to wait for something instead of drinking. The joke treats their confused, motionless behavior like a phone searching for a signal, making this a reaction to situations where nothing is happening and nobody knows why.
