Playing Liberty City Stories on the Bus

Text on the meme

Do you take blessed submissions? Photo my friend took on the bus a while back He was playing Liberty City Stories

What it means

A bald man sits on a bus and plays Liberty City Stories on a handheld device. The joke is that the candid photo looks unusually funny or “blessed,” making it suitable as a submission to a meme page; the old video game adds nostalgic absurdity to the scene.
