What it means

A parody Windows installation agreement promises ridiculous bonuses, including Zelda Classic, a million-dollar lottery, faster Internet Explorer searches, and a new browser homepage. The joke is that the dense agreement is supposedly easy to read, while a hand with a pen appears to sign it and the user checks that they own the computer and accept everything.
