Does he know he can swim
A seal sits in shallow water while holding onto a bright orange flotation ring. The joke is that seals are naturally excellent swimmers, so asking whether it knows how to swim is absurd. It is used as a playful reaction to someone unnecessarily relying on help with something they are already naturally capable of doing.
