What it means

A visitor films an animatronic Tyrannosaurus rex exhibit in Kyoto. The dinosaur repeatedly opens and closes its mouth and moves its head while the caption says they traveled to Kyoto specifically to see this, making the attraction’s dramatic roar and movements the joke. It is used as an absurd reaction to something unexpectedly worth making a long trip for.
