Text on the meme

What it means

A small anime-style girl stands in the foreground of Pyongyang Airport, with an airplane and the terminal building behind her. The joke comes from the bizarre contrast between a cute anime character and the stark, unusual setting of North Korea, making it useful as an absurd reaction image.
