WELCOME TO MINNEAPOLIS ICE ICE ICE

What it means

Three anime-style fantasy characters wearing ICE caps and tactical vests stand beneath a “WELCOME TO MINNEAPOLIS” sign. The joke combines an anime scene with U.S. Immigration and Customs Enforcement imagery, presenting the characters as absurdly serious immigration agents arriving in Minneapolis.
