What it means

A man wearing headphones intensely edits HTML in an old Japanese Windows-era editor while a pixel-art bunny girl gradually appears in the preview window. The crude image is assembled cell by cell with HTML table code, then the character’s outfit changes. The joke is the absurd dedication and antiquated technical process used to create a simple anime-style image, making it suitable as a reaction to overcomplicated coding or obsessive craftsmanship.
