Gotham Has No White Villains

Text on the meme

I'VE BEEN DOING THIS FOR DECADES, COMMISSIONER. HOW IS GOTHAM STILL FULL OF CRIME? CAN YOU BRING US ANY VILLAINS THAT AREN'T WHITE?

What it means

Batman asks Commissioner Gordon why Gotham is still full of crime after decades of fighting villains. Gordon points out that the criminals are all white, making the comic a satirical comment about Gotham’s lack of racial diversity among its villains and a dark parody of Batman’s endless crime-fighting. It can be used as a reaction to repetitive problems, institutional blind spots, or humor about diversity and representation.
