Chinese Coast Guard Sees Filipino Boat

Text on the meme

Wow what a beautiful day to be breathing and triying *Sees a filipino boat Oh look a filipino boat

What it means

A Chinese Coast Guard ship cruises peacefully before spotting a much smaller Filipino coast guard boat. The clip then shows the Chinese vessel aggressively approaching and ramming the Filipino boat, turning the cheerful observation into dark geopolitical slapstick. It is used as a reaction to someone innocently noticing a problem before making the situation dramatically worse.
