Text on the meme

HAMMOND YOU IDIOT, YOU UPLOADED THE ENTIRETY OF S1E1 OF TOP GEAR ONTO THE WALLPAPER ENGINE WORKSHOP

What it means

Jeremy Clarkson sits in a vehicle while Richard Hammond appears in a shocked reaction image. The joke treats uploading an entire episode of Top Gear to Wallpaper Engine as an absurdly foolish mistake, using Clarkson’s famous insult as a reaction to a ridiculous technical mishap.
