Bathroom at my local golf course

What it means

A stark, run-down concrete bathroom at a local golf course contains a lone toilet, toilet paper, paper towels, and cleaning supplies. The joke is the absurdly bleak and under-equipped condition of the restroom, presented as an unexpectedly terrible amenity at a golf course.
