What it means

Donald Trump sits in a restaurant or dining area while watching a Fox News broadcast showing footage of him watching Fox News. The joke is a recursive media loop: Trump is watching himself watching the same news channel, making the scene absurdly self-referential. It is used as a reaction to excessive self-importance, media obsession, or circular commentary.
