Boone Has an Idea

Text on the meme

Yo Boone, I got an idea.

What it means

Two cartoon-like people push a metal street barrier through a flooded city street. The joke is that they are treating the barrier like a makeshift boat, sending this meme as a reaction to an absurd improvised solution to a difficult situation.
