Text on the meme

VOTE RICK ASTLEY PRIME MINISTER HE WILL NEVER GIVE YOU UP MAKE YOU CRY LET YOU DOWN SAY GOODBYE RUN AROUND TELL A LIE DESERT YOU HURT YOU

What it means

A fake campaign poster shows Rick Astley presented as a candidate for prime minister, with promises made from the lyrics of “Never Gonna Give You Up.” The joke is a visual rickroll: the familiar song lyrics are disguised as political campaign pledges, making this useful as a humorous reaction to bait, deception, or an unexpectedly predictable promise.
