Man in Gold Suit at the Car

WTH is wrong with this guy?

A man in a shiny gold suit approaches a parked car, climbs onto its hood or windshield, and appears to inspect or handle something with a phone or card before the camera cuts to the confused driver inside. The absurd escalation, combined with the repeated caption and the sounds of a car door and jingling keys, makes it a bizarre reaction video about encountering an inexplicably strange person.
