BALLOON VARI STO

What it means

A tall person dressed as Asuka Langley Soryu from Neon Genesis Evangelion leans down to talk to a small child wearing a matching red-haired cosplay outfit in a shopping mall. The joke is the striking contrast between the towering adult costume and the tiny lookalike, making it a cute reaction image for meeting someone unexpectedly similar to you.
