Text on the meme

What it means

A Pikabu-style meme shows a wide-eyed hand-drawn cat above the caption “LOOK INSIDE,” with a photograph of a Soviet Communist Party congress beneath it. The joke is that looking inside Pikabu reveals an absurdly formal Soviet-era political scene, parodying the site’s “look inside” format.
