Is He Stupid Cat

Text on the meme

is he stupid?

What it means

A ginger cat stares blankly while a piece of salmon is repeatedly moved toward and across its face on a skewer. The cat barely reacts until another cat suddenly lunges in and steals the food, making the joke about its comically slow reaction and apparent stupidity.
