Government Watch List Romance

Text on the meme

I hope our names are touching... on the government watch list

What it means

An anime-style girl hugs a cat while hearts float around them. The joke is that their romantic closeness is expressed as hoping they share a name on a government watch list, turning affection into absurd suspicion. It can be sent as a darkly playful reaction to someone who shares your questionable interests or feels like a partner in mischief.
