Text on the meme

🇯🇵 Seibu Railway has released this poster. It features a Japanese man and woman covering their ears while people depicted as monkeys, cause a significant disturbance… ^^* The illustration is rendered in the iconic Ukiyo-e style, reminiscent of the Edo period. 電車内迷惑図絵騒がしき振る舞ひは控えるべし

What it means

An ukiyo-e-style railway poster shows a Japanese man and woman covering their ears while monkey-like passengers create chaos inside a train. The joke comes from depicting noisy or disruptive passengers as literal monkeys, making the image a humorous reaction to loud public behavior and train etiquette.
