DOWN GIRL!! ARF!

What it means

A stylized dark-haired girl lunges toward another seated girl, shouting “DOWN GIRL!!” while the second girl reacts with a small “ARF!” speech bubble. The joke presents the girls as if one is commanding the other like an excited dog, creating an absurd cartoon reaction.
