What it means

A fake CNN-style headline claims that Russia has fined Google an absurdly enormous amount of money. The clip cuts between a stern bald man labeled “Russia” and officials labeled “Google” laughing uncontrollably, turning the exaggerated fine into an absurd reaction meme. Comedic music heightens the contrast between the serious news presentation and the ridiculous situation.
