Stop Sign in Floodwater
WATER ST STOP
A flooded street surrounds a STOP sign and a small building, leaving only the sign and utility poles clearly above the water. The joke is the absurdly useless instruction to stop when the entire street is already submerged, making it a reaction image for situations that have gone completely out of control.
