How Do I Keep People Poor?

How do I keep people poor? I need more factory workers! Folks, I've tried creating low value areas, without easy access to High Schools and Universities, but people still eventually start crossing the map to get there. Without poor people on my city I can't grow my factories and I can't grow the economy of my city. How do we fix that?

A satirical city-building game discussion screenshot shows a player asking how to keep citizens poor so factories can continue to grow. The joke is that the player treats restricting access to schools and universities as an economic strategy, parodying exploitative urban planning and game mechanics.
