Shorts in Freezing Weather

How the two white guys wearing shorts in near-freezing weather look at each other across the street

What it means

Two painted men in formal nineteenth-century clothing stare at each other across the street. The joke imagines them as two white guys wearing shorts in near-freezing weather, bonding over their shared refusal to dress for the cold. It is used as a reaction to finding someone equally underdressed or stubborn in chilly weather.
