Bethesda Official Elder Scrolls Art

This is official elder scrolls art. What did bethesda mean by this?

An illustrated Elder Scrolls scene shows a blond prisoner peeking around a curtain at a crowned human ruler standing closely with a blue-furred Khajiit woman. The suggestive composition makes the poster joke about Bethesda intentionally implying a romantic or sexual relationship in official game art.
