What it means

A group of stern men in black clothing and bowler hats sit around a table covered with playing cards, wearing shirts marked “G.O.O.N.” The exaggerated matching outfits and serious expressions make them look like an absurd organized gang or committee, making the image useful as a reaction to coordinated troublemakers or henchmen.
