What it means

A three-panel cartoon shows Joe Biden warning Vladimir Putin not to cross a line between Ukraine and Russia. Putin crosses the boundary, and the threat humorously turns into a passionate kiss, parodying exaggerated political warnings and unexpected affection. It is used as a reaction to situations where a serious warning suddenly becomes absurd or backfires.
