What it means

EN: In the rain, a flashy Japanese itasha is stuck in traffic among ordinary cars. The joke comes from the contrast between the gloomy, mundane streetscape and the car completely decorated with anime characters, making it a fitting reaction when someone spots an extremely attention-grabbing vehicle.
