Not a hostage situation if there are no hostages

What it means

An anime-style tactical soldier aims a large rifle at a cat-faced person holding a smaller cat-faced figure. The joke is that it is supposedly not a hostage situation if there are no actual hostages, creating an absurdly literal excuse for the threatening scene.
