Minnesota Flag Winner Reaction

Text on the meme

i need this to be the winner so badly !!!! NEW MN STATE FLAG DESIGN SUBMISSIONS LIVE ---> serc.mnhs.org/flags

What it means

A glowing red Minnesota-shaped character appears over a colorful, distorted background, presented as a proposed state flag. The joke is that the absurd design is being passionately wished for as the winning submission, reacting to the announcement that new Minnesota state flag designs are open for submission.
