Text on the meme

Turns out the world’s greatest drawing of a frog was done in 1790, by Itō Jakuchu

What it means

A black-and-white screenshot shows a strange, charming frog drawing attributed to the Japanese artist Itō Jakuchū, dated 1790. The joke is the exaggerated claim that this awkward-looking artwork is the world's greatest frog drawing, making it useful as an absurd reaction to something unexpectedly impressive or ridiculous.
