What it means

A fake breaking-news post claims that a Ukrainian SBU agent named Samuyil Hydchenko has taken control of Wagner PMC and is leading 90,000 troops to Rostov. The joke comes from presenting an obviously fabricated passport as evidence for an absurd military claim, making it useful as a reaction to ridiculous misinformation or conspiracy-style posts.
