What it means

A Microsoft Designer onboarding form asks the user to select their country and optionally receive information, tips, and offers. The video cycles through several countries before ending on Russia, turning a mundane location survey into a humorous reaction about being from Russia. The changing country selection and repeated confirmation screen are the joke.
