Tunnel Finished, Mountain Pending

Text on the meme

The tunnel is finished The mountain will be built next year

What it means

A road tunnel is complete, but the mountain around it has not been built yet. The joke is about absurdly out-of-order construction and optimistic promises about finishing the rest later, making it useful as a reaction to incomplete projects or delayed work.
