What it means

EN: A hamster holds a parody Hong Kong permanent identity card, with the photo and personal details replaced by the hamster’s information. The formal identity-card design contrasts with the hamster’s adorable appearance, creating the joke that the pet has officially become a legal resident; it can be sent to humorously present a pet as a proper citizen.
